But even in relatively limited doses, these videos can affect young toddlers’ development. If kids watch a lot of fast-paced videos, they come to expect that that is how videos should work, which could make other educational videos less compelling and effective. “If kids get used to all the crazy, distracting, superfluous visual movement, then they may start requiring that to hold their attention,” Johnson says.
One reason is that it caters to a narrow audience of young viewers. Music videos are its most popular content. YouTube’s stars remain relatively unknown. Also in November 2017, it was revealed in the media that many videos featuring children – often uploaded by the minors themselves, and showing innocent content – were attracting comments from pedophiles and circulating on the dark web, with predators finding the videos by typing in certain keywords in Russian. As a result of the controversy, which added to the concern about "Elsagate", several major advertisers whose ads had been running against such videos froze spending on YouTube.
Still, one of the main ways (or easiest) to earn money on YouTube is through YouTube running ads on your videos. Of course, influencers have their own interests to look out for, too. “The process of creating a brand campaign is holistic, and the cost is not standard,” says Natalie Alzate, the woman behind NataliesOutlet, a YouTube channel with almost 6 million followers. “My manager, agent, and attorney work hard to ensure that each campaign is a success, which is measured by whether the fans respond to it as well they do to non-sponsored content.”
If streaming video followed the broadcast model, YouTube—in partnership with governments around the world—could also subsidize research into creating educational content specifically for YouTube, and into how best to deliver it to children. The company could invest in research to develop the best quantitative signals for educational programming, so it could recommend that programming to viewers its algorithm believes to be children. It could fund new educational programming, just as broadcasters have been required to do for decades. Infrastructure costs -- The concept of free user services and scaling to eventually make them pay depends on the negligible price of adding additional consumers. But video is demanding of bandwidth and storage. Even if those are cheap in general, once you're handling as much material as the service does, it means big expenses for infrastructure. Although those costs won't scale linearly with the increased number of users, they do grow.
Maybe better or more refined solutions exist, but if the history of children’s television teaches us anything, it’s that the market alone will not generate the best outcomes for kids. Nor is the United States government likely to demand change, at least not without prompting. Heroes will have to emerge to push for change in the new YouTube’d world, just as they did in the early days of broadcast children’s TV. And not all of those heroes will come from the Western world. They’ll come from all over the globe, maybe even Chennai.

Controversial content has included material relating to Holocaust denial and the Hillsborough disaster, in which 96 football fans from Liverpool were crushed to death in 1989. In July 2008, the Culture and Media Committee of the House of Commons of the United Kingdom stated that it was "unimpressed" with YouTube's system for policing its videos, and argued that "proactive review of content should be standard practice for sites hosting user-generated content".
