At the same time, YouTube is moving to develop subscription services. In November, YouTube announced a music-subscription service, similar to Spotify, that will offer ad-free listening and other tools for $10 a month. YouTube executives have discussed another subscription offering for non-music content, according to one industry official, which would be in addition to its existing ad-supported service.

Since then, the numbers have been gliding downward, with the most recent data showing Americans’ viewing habits edging under eight hours a day for the first time since George W. Bush’s presidency.
It's the perfect option for videos managed by charities and nonprofits, but even for-profit businesses and independent creatives can publish videos and YouTube Live streams that encourage contributions from their audience. Streaming platforms such as Twitch.tv, which webcasts video games and general interest content, sees accounts that are two years or older make $80 in "tips" per year on average.
The online-video unit posted revenue of about $4 billion in 2014, up from $3 billion a year earlier, according to two people familiar with its financials, as advertiser-friendly moves enticed some big brands to spend more. But while YouTube accounted for about 6% of Google’s overall sales last year, it didn’t contribute to earnings. After paying for content, and the equipment to deliver speedy videos, YouTube’s bottom line is “roughly break-even,” according to a person with knowledge of the figure.

Add all these factors up, and a surprising thing is revealed: Through the sustained efforts of children’s-TV reformers, something good happened. “Basic scientific research on how children attend to and comprehend television has evolved into sophisticated studies of how children can learn from electronic media,” a literature review by the Kaiser Family Foundation concluded. “This, in turn, has led to the design and production of a number of effective educational television programs, starting with Sesame Street, which many experts regard as one of the most important educational innovations of recent decades.”

Both In-Stream and Discovery are pay-per-view -- you pay YouTube a fixed rate for every view the ad receives -- and their return on investment (ROI) can be measured in Google AdWords. YouTube tallies one new "view" after 30 seconds of watching, or a click on the video as it's playing. If the video is less than 30 seconds, views are tallied from people who watch the entire ad.
On one side lies many overlapping subcultures that make up huge swaths of the YouTube populations: its tremendous gaming communities, including Let’s Play-ers, live streamers, machinima-style editors, and vloggers; its prank cultures and their overlap with stunt personalities like Jake and Logan Paul; and its increasingly insidious alt-right presence.

YouTube gives an option for copyright holders to locate and remove their videos or to have them continue running for revenue.[307] In May 2013, Nintendo began enforcing its copyright ownership and claiming the advertising revenue from video creators who posted screenshots of its games.[308] In February 2015, Nintendo agreed to share the revenue with the video creators.[309][310][311]

Not to put too fine a point on it, but this is almost precisely the problem that the rest of the media world finds itself in. Because quality is hard to measure, the numbers that exist are the ones that describe attention, not effect: views, watch time, completion rate, subscribers. YouTube uses those metrics, ostensibly objectively, when it recommends videos. But as Theodore Porter, the great historian of science and technology, put it in his book Trust in Numbers, “Quantification is a way of making decisions without seeming to decide.”

There was some backlash over these new benchmarks, but frankly, the vast majority of people who lost their monetization privileges weren’t earning much anyway. Most channels make somewhere between $1.50 and $3 per thousand views, depending on their content and audience, and Google won’t even cut a paycheck for under $100 (or roughly 50,000 views — a pretty tall order for the average 14-year-old posting eyeliner tutorials). In other words, if you were looking for an easy side gig, YouTube was never the efficient choice.
In re: your second point, getting users to pay for content is absolutely part of the equation, but not the entire equation. So far, though, this has all proved to be mostly idle speculation. Analysts say Google has not been bidding aggressively to win streaming rights. According to ChuChu, its two largest markets are the United States and India, which together generate about one-third of its views. But each month, tens of millions of views also pour in from the U.K., Canada, Mexico, Australia, and all over Asia and Africa. Roughly 20 million times a day, a caretaker somewhere on Earth fires up YouTube and plays a ChuChu video. What began as a lark has grown into something very, very big, inflating the company’s ambitions. “We want to be the next Disney,” Chandar told me.
The 1990s and 2000s saw the growth of cable TV channels targeted at children. With the rise of ubiquitous merchandising deals and niche content, powerful American media companies such as Disney, Turner, and Viacom figured out how to make money off young kids. They created, respectively, the Disney Channel, the Cartoon Network, and, of course, Nickelodeon, which was the most watched cable channel during traditional television’s peak year, 2009–10 (Nielsen’s measurement period starts and ends in September).
